Where was the Biblical Mount Sinai?
Mount Sinai or Agar, is located in Arabia.
Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar.

When was the prophecy fulfilled?
Israel arrived at Mount Sinai about 2668 years after Creation (PPPMinistries, 2010).

Therefore, they arrived at Mount Sinai on 14th Sivan, 2668.
In the third month, when the children of Israel were gone forth out of the land of Egypt, the same day came they into the wilderness of Sinai.
How was the prophecy fulfilled?
God descended on Mount Sinai with a fanfare. That fanfare consisted of:
heavy, billowing smoke.

and a heavy cloud cover.
Moses was required to ascend into the mountain to meet with God. He spent forty days and returned with two tablets on which the core elements of the Law of God were written.

And the high hills shall be made low,
And shall melt like wax before the flame.
7. And the earth shall be ⌈wholly⌉ rent in sunder,
